It is unlawful for any person within a county park to land, take-off, or use any seaplane,
aircraft, or any other device capable of carrying a person in the air, including,
without limitation, a hang glider, hot air balloon, and paraglider, except in emergency
situations or unless authorized in writing in advance by the director, or as may be
permitted in specially designated areas.
