All construction activities that may affect the velocity, direction or volume of natural
drainage occurring on or in the vicinity of the construction site, or that involves
site preparation, vegetation removal, earth moving, excavation, filling, or other
grading activities shall comply with all applicable provisions of the Land Use Ordinance
(Title 22) or where applicable, the Coastal Zone Land Use Ordinance (Title 23) and
the provisions of this code.
