If any chapter, section, subsection, paragraph, subparagraph, sentence, clause, phrase
or portion of this title is for any reason held to be invalid, unconstitutional or
unenforceable by the decision of a court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this title. The board of
supervisors hereby declares that this title and each chapter, section, subsection,
paragraph, subparagraph, sentence, clause, phrase or portion thereof would have been
adopted irrespective of the fact that one or more chapters, sections, subsections,
paragraphs, subparagraphs, sentences, clauses, phrases or portions of thereof be declared
invalid, unconstitutional or unenforceable.
