The 1983 Black Lake Specific Plan as amended is hereby incorporated into this Title
as though it were fully set forth here. All development within the Black Lake Specific
Plan Area (see Figure 108-1) shall comply with the adopted Specific Plan. In the event
of any conflict between the provisions this Section and the Specific Plan, the Specific
Plan shall control. Any deviation of existing or proposed development from the provisions
of the Specific Plan shall occur only after appropriate amendment of the Specific
Plan.
