No person shall navigate any aircraft, land upon, fly the same from, service, maintain
or repair any aircraft or conduct any aircraft operation on or from the airports otherwise
than in conformity with the current Federal Aviation Administration, rules and regulations
established under federal authority, or otherwise than in conformity with any laws
not preempted by federal law and established by the state of California or the county.
