§ 28.03.020. Advisory duties and powers.

  • At all times prior to the completion of transfer of governance, maintenance, operation and management of General Hospital from the county to the hospital authority, the hospital authority shall have the following duties and powers:

    (1)

    The hospital authority shall familiarize itself with the affairs of General Hospital and the Family Care Center.

    (2)

    The hospital authority shall serve in an advisory capacity to the board of supervisors, providing advice to the board of supervisors on all issues that come before the board of supervisors that are relevant to the operation of General Hospital or the Family Care Centers.

    (3)

    The hospital authority shall develop a hospital authority governance implementation plan, which shall be submitted to the board of supervisors for approval.

    (4)

    Upon approval of the hospital authority governance implementation plan by the board of supervisors, the hospital authority shall implement said plan.

    (5)

    So long as the board of supervisors or county staff continue to be involved in the governance, maintenance, operation or management of General Hospital, county staff dealing with matters affecting General Hospital or the Family Care Centers shall consult with the hospital authority before recommending or making any significant decisions or actions, implementing any changes in policy, or bringing matters to the board of supervisors for approval or direction. In such consultations, county staff shall give the hospital authority reasonable advance notice of proposed decisions, actions, changes in policy, or other matters, and county staff shall give the hospital authority reasonable opportunity to review and comment on such decisions, actions, changes in policy or other matters before implementation or bringing the matter to the board of supervisors for action.
