Chapter 2.08. COUNTY ADMINISTRATIVE OFFICER—DEPARTMENT OF ADMINISTRATIVE MANAGEMENT |
§ 2.08.030. Duties—Generally.
(a)
The county administrative officer shall advise, assist, act as the agent for and be responsible to the board of supervisors for the proper and efficient administration of the affairs of the county placed in his charge by the board; and he shall enforce ordinances, orders, policies, or regulations as directed by the board of supervisors.
(b)
In order to serve the board of supervisors effectively, the county administrative officer shall:
(1)
Attend meetings of the board of supervisors, carry out directions of the board, and advise the board on matters of policy and administrative practice;
(2)
Review departmental goals and objectives with department heads and recommend establishment of departmental goals and objectives to the board of supervisors;
(3)
Develop, recommend and enforce county organizational goals and objectives as established by policy of the board;
(4)
Review the operations of county departments to establish work standards and improve methods of operation to form a basis for the preparation of the annual budget;
(5)
Assist department heads in the preparation of the annual budget and recommend a budget to the board;
(6)
Exercise continuous budgetary controls to insure proper expenditure of authorized funds;
(7)
Study systems and procedures and propose improvements in county operations;
(8)
Develop the county's capital improvement program; make recommendations regarding the plan and its financing. The county administrative officer may delegate authority to develop and coordinate the plan;
(9)
Administer state and federal funding programs;
(10)
Develop the county's fixed asset and supplies acquisition program; make recommendations regarding the program and its financing;
(11)
Act as representative of the board in the process of recruitment of department heads and recommend to the board the appointment of appointed department heads;
(12)
Monitor department performance and make recommendations to the board of supervisors concerning the evaluation of appointed department heads to insure proper identification of managerial performance;
(13)
Recommend appointed department managers' remuneration in conformance with Section 2.48.180 and the appointed department managers' performance evaluation;
(14)
Act as public information officer for the county.
