§ 2.26.030. Duties of health agency director.
The health agency director shall generally advise, assist and be responsible to the board of supervisors for the proper and efficient administration of the health agency. The health agency director shall more specifically be responsible to:
(1)
Plan, organize and direct the activities of the health agency;
(2)
Implement and supervise all activities of the department which are mandated by state and federal statutes, rules and regulations;
(3)
Ensure that all programs administered by the health agency comply with all federal and state statutes, rules and regulations;
(4)
Represent the county before public and private groups, professional associations and public agencies in matters related to the public health, behavioral health, drug and alcohol and environmental health, public guardian, law enforcement medical care, county medical services program, and other health related programs;
(5)
Oversee all programs of the health agency, including, but not limited to, public health, behavioral health, drug and alcohol services, environmental health and public guardian, law enforcement medical care, county medical services program, other health related programs and the administrative support components of the agency;
(6)
Supervise the preparation and administration of the health agency budget;
(7)
Oversee and ensure the financial record keeping, reporting and related auditing functions of the health agency, review and analyze financial statements, records and reports and assure compliance with federal and state requirements and standards;
(8)
Supervise and evaluate the performance of assigned staff and oversee all personnel matters, including hiring, reassignments, discipline and terminating of employees as appropriate;
(9)
Recommend appointment of the health agency administrator-health officer, public guardian, and the behavioral health administrator to the board of supervisors. Supervise and evaluate the health agency administrator-health officer, public guardian, and the behavioral health administrator;
(10)
Oversee, direct, supervise and evaluate the fiscal administration component of the health agency;
(11)
Such other duties as are set forth by statutes, this code, the job specification for health agency director, or as may be authorized by the board of supervisors.
