No person employed under the system hereby created or seeking admission thereto shall
be appointed, reduced, removed or in any way favored or discriminated against because
of political or religious opinions or affiliations, or because of age, sex, race,
color, national origin, marital status, disability, sexual orientation, or other nonmerit
factors.
