§ 9.04.025. Humane education.
(a)
The division shall maintain an humane education program to develop and conduct programs on responsible pet ownership and care, pet adoption, and the benefits of spaying and neutering operations. Humane education materials shall be made available to the public and disseminated through businesses, organizations and the media. These programs shall be directed to the public, but a primary emphasis shall be at the elementary school level.
(b)
Programs developed shall include, but not be limited to the following: pet overpopulation problems, advantages to spaying and neutering, humane treatment of animals, animal health care and disease prevention, responsibilities of ownership, care and feeding of animals, legal responsibilities, breed characteristics and animal behavior.
(c)
The division may retain the services of an appropriately qualified individual or organization, through contract, to provide the services required by this part.
